The enemy becomes stronger if you let a SART (recon plane) get away, fail to destroy a fortress, or miss too often. The enemy becomes weaker if they miss, or if you shoot down a SART or destroy a fortress.

Your weapon becomes stronger as you collect more of the same number. Even if you have a difficult time getting the hang of some weapons, they may end up unleashing unexpected power if you power them up to the strongest level.
